Social Impact Assessment Stream at IAIA’09

 

Abstracts for papers, posters, round tables and panel sessions are invited for the SIA stream at all levels of SIA application--from strategic SIAs of policies, programmes and plans to the results of assessments on a variety of projects, including SIA “follow-ups.”

 

In response to the Conference Theme “Ethics and Quality in Impact Assessment” we encourage submissions on the following topics:

 

Ethics in SIA

1.      What are the key ethical issues in the practice of social impact assessment?

 

Quality in SIA

1.      What is needed to improve the quality of the present practice of SIA?

2.      From your experience, what innovations in data gathering and data analysis have improved the quality of recent SIAs? This session could include actual case studies.

3.      In your country or institution, what mechanisms and processes (statutory, professional or otherwise) are used to promote or ensure acceptable quality in SIAs?

4.      Is some form of external control needed to insure the quality of completed social assessments?

5.      Do external controls make it difficult to include the variation in the response of individuals, communities and institutions to proposed actions?

 

SIA and its Clients

1.      How does the practitioner balance the interests of various ‘clients’ during the assessment process?

2.      What is needed in SIA to ensure that all affected people are ‘clients’ in the assessment process?

3.      What is needed during the scoping phase to ensure that key questions and critical issues are included for all interested and affected parties?

 

We also ask for submissions on topics of continuing interest to the SIA practitioner

 

1.      What is the place of social impact assessment within the framework of strategic environmental assessment?

2.      Do we have some good case examples of participatory social impact assessment? And in particular has the process lead to useful outcomes?

3.      Do we have evidence that the International Principles and Guidelines for SIA are or have been used or followed during the assessment process in particular countries?

4.      To what extent are the IAIA chapters or affiliates following and/or using the International P & Gs for SIA?

5.      Has the European Union (EU) been successful in the inclusion of SIA Principles and Guidelines in their recent environmental directives?

6.      A special panel session might be organized around the topic of…“does the presence of sections within IAIA lead to segmented environmental and social impact assessments?”

7.      A roundtable session could be organized around a discussion of the content of SIA workshops and short courses. Outlines and syllabi could be shared.

8.      As always, we entertain any proposal dealing with the field of social impact assessment.
